    Quite possibly either CPU or motherboard at fault then. As suggested try it outside of the case. That's quite an old system isn't it? Are the capacitors intact on the motherboard? Caps bulging/blown/leaking?

    I've just tried with another power supply and still the same issue that the CPU & PSU fan starts and nothing else happens.

    Nothing that I can see looks bad.

    The USB ports don't look damaged and i've tried without the front ones connected, i've also taken it out of the case and tried it on the floor to see if its shorting and nope :P

    Anything else I could do or should I just give up?

    The classic fault testing is remove everything (Except the CPU obviously).

    Disconnect the fans (not CPU), the h/d, the cd-rom, take off the memory.... everything.

    Start with just the cpu and see if it beeps at you or tries to post.
