Although power requirements for top end gfx cards is on the up, everything else is going down. Persoanlly id go for a 500/600 giving me room to get a decent gfx card in the future. But if hes never going to want a top end one then 400 should be fine.

Just through past experience really. I run a Q6600 and an 8800GT on a 380w PSU (with 2GB RAM, 1 optical drive and 2 hard drives) so a good quality 400w PSU will be fine. I've even overclocked this in the past and run it at full tilt for months on end so I know it's stable.

Those calculators are alright, but try a few and get an average. I tend to go to the manufacturers site and see what wattage they give for each component and then do some sums and factor in a bit of breathing space.

You can, but it's pointless. You need to allow for overheads and expansion. They're not that much more expensive. Look for at least 500w of a decent brand. More often than not, a decent brand is more important than wattage. 400w is more than enough for your particular system there but please leave room for expansion.

I've used Antec and Tagan in the past, both have been fine. Only PSUs to give me problems are the billy no-names. Stick to the branded PSUs and you'll not go far wrong.
