It's the PSU, you could damage your data by the machine being unstable or possibly damage some of the internal components like the capacitors on the motherboard by putting to much strain on them. If its a desktop you could use a PSU tester to make sure that it is not the sensor that is faulty but this is hardly ever the case. There is a tollerance for lower or higher power in the circuts but given the difference it 'may' cause damage continuing to run it like this. It could also mean that you need a more powerful PSU if you have recently added new hardware and the existing one can't cope.
There is the aditional concern that when the PSU goes it does not do it quietly pulsing a large surge down the 3.3V line and frying your whole system.

I agree, it does look like a PSU issue. Just to be sure, restore all BIOS settings to default. You can pick up PSUs from about £10 upwards, so it's not really expensive.
