Why not just use desktop machines?
They'll probably have a locking slot for using a Kensington locking device. You then just have to find a way of securely attaching the Kensington cable to the desk.

Tell your management about the problem. Wait until a few get nicked. Then say "Told you so" to same management. Once this has happened a few time. Management generally trusts your judgement in such matters. An order from on high gets the problem sorted in a few nanoseconds.
