Sounds like sloppy setup to me, you should be able to use OWA and work correctly with it, and TBH if you did use OWA it wouldnt matter if you could see the address of every user in the whole world as you have to know the name of someone to find them.

How would I achieve this with OWA 2003 please? Microsoft told me it couldn't be done.

In OWA they start to guess names and then e-mail them.

I would guess its all related to the Address Books and the original domain setups but as I don't know them I cannot comment, but you can tell OWA which address book to use by getting the OWA management pack from MS so it will be related to that and how your original domain is setup, you should have a domain per school which should tie into an Exchange group per domain and then depends how you set it to talk to each other I would expect myself. But your entire domain structure may be wrong to start with.

The forest structure should be fine, I will have a look at that pack it should be very helpful if I can set it to only look in our domain when searching for a name.

    Cheers

Have you considered using Zimbra for your students?

Myself and several other EduGeekers use it for whole-school and just students and it works very well. With the addition of a bad word filter and a CC for all messages feature it can be extremely useful for ensuring it's used properly. The web client is highly advanced and offers many better features than OWA could ever dream of.

Opting to use the open source edition will cost you nothing except hardware + time; no costly server license, CALs or external access licenses.

We have considered it but our current setup works so not really going to touch it. It doesn't cost that much for exchange we will be paying for it anyway in the licensing deal we get.
