We are looking at buying a new Mono laser printer for one of out ICT rooms, we have a Mono Kyocera in there at the moment.
Looking at a replacement - Mono laser with network this one
Yet there Colour Laser with network this one
is cheaper 
Are they trying to phase out Mono?

Agreed. The profit on a printer itself is quite low. The real money is in the consumable costs.

But then the colour one prints in colour.... so the simple question is - do you need colour?
Got FS5015's here and theyre not particularly fast (cheap to ruh though) and have FS-4000N and they are really good printers.

16ppm is pretty nippy for a colour printer. We have OKI C5300's that are rated for 12ppm and produce excellent colour prints. Speed of our oki's is very impressive with text / image document combinations. Full colour is not so quick but then most documents aren't going to be saturated with colour from edge-to-edge.
Another thing to consider when buying colour is weight of the printer. The color kyocera weighs a hefty 24kg.....while the mono isn't what you'd term lightweight at 14kg it is considerable lighter and much more portable than the colour printer. And much much easier to haul up a flight of stairs.

Nearly right... what you mean is:
They want your Headteacher to be myopically wooed into thinking that a colour laser is actually cheaper than black and white (because it's older technology 'natch) and now they can print as much as they like for very little at all...
Headteacher should also put fingers in ears and adopt the "La la la, I'm not listening" posture as you attempt to correct this stupi... *ahem*.. assumption.
