Sony DCR-PC9E
Ive got a Sony DCR-PC9E connected via firewire (IEEE 1394). It gets detected by windows in the device manager but besides the device theres a little ! in a yellow circle. When i view the items properties it says
Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

Not come across that before. Try deleting the device and then reconnecting the camera. If the fault persists, try the camera on another computer.
If it is a PCI firewire card, try it in a different slot.

Tried all of those nothing (apart from another computer because i aint got another one with a firewire card) seems to make any difference?

Other Sony stuff that I've used has had dire warnings that the software/drivers must be installed before connecting the device. You may need to completely uninstall (ie pick the bits out of the registry) and start again.
