ok little bit of History here. Inherited the network from hell. Infractructure gash, servers ancient and a SMT tighter than the tightest thing you can imagine.
If i said my PDC and BDC hada combined RAM of just 2.5Gb you'd p*ss yourself.
I need to replace these but i need to 'justify' it. i.e. for a school with 1500 users and a max of 500 users online what spec for a PDC and BDC should i be looking at.

I'd go for a dual quad core CPU set up with 4GB RAM (minimum) and SAS 15k hard disks in RAID 1. So, I'd go for 2 of these
with a pair of these in each.
Should come to about £3k for each. Unless you want a cd-rom drive and redunant power in both, which will add a couple of hundred to each.
Actually, I'd probably go for having 3 of them to ensure resilience.

why so much hardware for a dc? Mine only get assigned 512MB ram and 10GB disk space as VMs.

I suppose if you're using your dc hardware as a jack of all trades then beefy is best.
Otherwise to just be a dc probably doesn't need all that much
