Yep. Its disabled in places where "thanks" is not really what you should do.
There you can just give the user rep (click on the scales)

nope rep can be worth more, it depends on your power.
The 2 things are managed differently so you can thank the same person sooner but rep needs to be spread out before you can do it again.
