You'll need the full Visual Studio Express ISO for offline installation: Visual Studio 2010 Express All-in-One ISO | Microsoft Visual Studio
As for making it stand alone on a USB, can't help you there, sorry.
just extract the content of the iso onto the thumb stick and it will install from there.
