In regards to tethering where plans don't allow it, can they actually tell if you are tethering or not?

I'll shortly be in a similar position and was thinking about GiffGaff but they get some terrible reviews on Trustpilot.
I was also looking at Tesco Mobile. Anyone here got any experience of them?
The costs of O2's simplicity sims don't even come close to what gift gaff charge. Even when I canceled with O2 and said I found a sim only deal, the operator said "I bet it's with GiffGaff" and immediately offered me a PAC code. They just can't compete in the sim only world.
I was going to move to GiffGaff but when I asked for a PAC code Vodafone matched GiffGaff - the £10 a month deal. I think I get something like 600 minutes 500mb data and unlimited texts.
That isn't matched at all!
Giffgaff's ok but their reliability isn't up to the same levels at the other operators. Twice in the last couple of years they've had days of no calls for anybody. Once was when their basement room that contained the billing system flooded; can't remember what the other time was. If you can live with that, they're fine.
T mobile have some great deals too at the moment, in effect their full monty plans but sim only. I was tempted but had to replace my Desire.
