Would stripping the plastic from the cable so it was a flat ribbon and then shielding it with foil work? This, I hasten to add, is simply an idea, test before you go pulling your carpet up to fit such a cable...

Too bloody right - if I tried to get my skirtings off - most of the plasterwork would come with it!
You could always get some flat cable 20m FLAT Cat5e Ethernet/Patch Cable - GREY: Amazon.co.uk: Electronics - easier to hide under carpets (if you have them)
@SpuffMonkey
I never even gave a thought to flat cat5e! That would make life so much easier, if the skirting was to come off.
In regards to the skirting coming off with plaster, that's not a serious problem, but one to be semi-concerned about. Just goes to show how bad your plaster is!
Anyway, i think Rawns is gonna leave it as it is, so i'll leave him be. If you need any other ideas Rawns, or anyone else does, gimme a shout.

Why not try powerline adapters...I have a pair here and my TV runs through them really well.
take skirting off,
Score along lower 2" of plaster board
Break off lower 2" of plaster board
Place cable in new cavity in wall
Reaffix skirting.
Done.

Yep every time! I'm a ex sparky and ripping the skirting boards off can be a right pita! The thing that will determine how much mess and making good you do is what the skirting boards are fixed to and with what. Big nails into a brick wall can be very messy whereas gripfill onto plasterboard not so!
Anyway I use power line adapters here and they are great and will do up to 200 meg.
Remember fiber is a LOT thinner ;)
I also have a couple of 1gB fiber cards that are going on eBay soon :D
