Most sip clients either hardware phones or software phones can make direct sip to sip calls just using ip addresses without the need for a server.

X-lite is a good enough recommendation - I have used that a few times.

voip over a local network not like over a subscription like skype.

For windows you could use 3CX http://www.3cx.com, if you are not well up on Linux and installing asterisk try Asterisk now http://www.asterisknow.org/
