In reality the ICT Co-ord deals with the teaching aspects of IT and as a member of SMT is 'responsible' for the IT budget. In reality I have almost complete control of IT procurement and management. He just signs the order forms that involve his budget.
Once a year I put my development plan to the SMT and they agree a budget with the Governing body and decide what they would like to see over the next 12 months.
At the moment it works well and I keep control of what goes on.

It's never worked in the past - whilst I can stay neutral teachers lower than the Head cannot.
Why is it bad for the bursar to be a line manager? I can fully understand the ICT co-ordinator being a bad choice for the very reason you state, but can't see it with the bursar.

Supposedly mine is the Business Manager (Bursar), I usually go straight to the head though. However my performance review is carried out by the director of learning for business, enterprise and ICT. we also have a director of learning for ICT who sometimes sticks her nose in, but usually gets told where to go. Now to top it off we have a new deputy head who is responsible for business, enterprise and ICT, and is always askig me questions!
Surprisingly I picked myself as my line manager in this poll!

For technical matters, it goes Governors > Head > ICT Co-Ord > Me; for employment matters it is Governors > Bursar > Me.
The ICT Co-ord is also the teaching head of ICT, however he treats the two roles separately and without undue bias towards his subject area.

Nice and simple and easy to manage. Plus if we get a someone whiney we can say "Take it to the line manager. The Head" That seems to stop them.

Kind of strange set up here - officially all support staff have the Bursar as line manager - but really this is just in terms of pay, conditions etc. It also helps give CMIS a high priority when it needs to.
But in reality my line manager is all five members of SMT - but one Deputy Head in paritcular.
Then working for me is the Network Manager and his team of two technicians plus the e-learning technician (who is leaving us soon) who trains staff and assists me with developments.

Head Teacher & Bursar are a partnership here. I report to both.
Mostly the head teacher... I have to convince the Head that I need to spend and then the Head convinces the Bursar that it's essential!
It's quicker than me trying to convince the Bursar.

It goes: Head > Deputy Head > ICT Coord/Head of ICT (also partner!) > Network Manager (Me) > Technician.

Altho that is open to some interpretation as depending on the situation I see different people. Hell I usually end up with whoever is in the staffroom.
The flexible structure seems to work tho

@Edenalig - Surprised you don't have the school secretary at the top of your list. Generally, it is she who is the most powerful person in the school and she is the one who really runs the show!

Because she is interested in the admin staff, finance and personnel systems above everything else.
