Seems like rep is broken, just tried to rep you to see if it'd work and got the "you must spread some rep around before you give any to Rawns again", I'm pretty sure I've not repped you recently!

Does a "Thank" also count as rep? I can give rep and then thank on a post, but I can't Thank and then give rep as it gives me the same message in my first post...

You can't thank a post and then give rep for the same post.
As for giveing rep more than once. I'm not sure what the time limit is, but once you have given someone rep (rather than thanks) it does seem that you must wait quite a long time before you can give rep to that person again. It's probably a good idea, thinking about it.

Just to clarify, you can only give a person rep (with the rep button) once per 15 people currently. So that means if you give someone rep you can re-give rep until you have given to 15 others first.
The excemption to this is the thanks button, that gives you rep but a bit less (depending on how much rep you have this difference grows) then the actual rep button and that doesnt have the 15 person spread requirement.

Another thing to add is the number you have as "Rep Power" represents how much rep you give the user by clicking the rep button. Rep power is based on how much rep you receive.
