In most cases as long as the dish isn't attached to the building it's fine. Lots of houses round have them on poles or attached to garden walls.

Depends how you look at it really. You may not be able to mount the dish on your house, but legally you can mount it on a pole in the garden. This is how they do it for very large dishes 1m+ in size
