Must be the XP, maybe Dell are downgrading them for home users to save them worrying about new features and things in Windows 7

Given the XP end-of-life I suspect a minion in the graphics and design side of their ad dpeartment added the wrong OS into the pic.

Got it in one. Also if I'm not mistaken the Skype window has an Aero theme.

Interesting Theme there - XP Desktop / Taskbar style, but a Windows Vista/7 Style window.... Hmmm...

Using zoom and enhance on the image I can also confirm that is not a HD webcam.

Unfortunately that's how Skype looks on XP by default. I have never understood why developers feel the need to use non-native window styles - I absolutely hate this. Is there a good reason for doing it or are they just being lazy? Thankfully Skype has an option to change it back, but a lot of applications don't.

At first i thought you were pointing out that the advert makes it sound like the webcam is 17 inches big.

You should tell the Office 2007 developers that.

I think the intel advert is worse ( at least the end part ) - windows 7 adverts are even worse !!!

YouTube - Funny Intel advert - "Sponsors of tommorow"
