It's best to just specify what you want that person to do then tailor permissions to that purpose and no more.
Depends what degree he doesn't want people to mess it up... any further "down" the permissions scale and they can do bugger all
By permissions I am talking more about registry and file permissions.
You can create a custom group and assign certain permissions to it.
At the end of the day you can only give enhance rights to people who you can reasonably trust not to mess things up.
