Can't answer your question regarding T-Mobile, but can recommend trying Vlingo Voice as an alternative to Google's Voice Actions. It's now available free on the Market (Used to cost $9.99). Once installed, it can be configured to work with the long press of the search button like Google's search.
I've been playing with Google's Voice Actions and although it is very impressive, it seemed to work better once I'd change the language to English US rather than UK. I've only downloaded Vlingo today based on positive comments made by people on various Android fourms, but haven't played with it properly yet.

It's a shame the networks are taking so long to release Froyo. I ended up debranding and applying the update, I'm not very patient.
