TCO ... it can be made to say nearly anything you want, but the best way of looking at it is "will it save me time even though it costs a little more? A reasonable amount more or a heck of a lot more?"
In Russ's case anything that saves him time, to spend on EduGeek or with his better half, is going to be worth it ;-)

Actually, the LEA don't decide - They can opt to do an in-house bid, but the decisions are made by Partnerships UK PLC who won the contract to oversee BSF procurement.
Can say mou is nothing like bsf
and wouldn't have much say into it as lea will go with who they like with bsf
and nothing i or the school says will make difference.

arr well true but lea have lot of say if lea disagree with a choice then not going to happen...
