Does hotmail still disable unused accounts?

We're doing the "email ze parents" thing atm and I'm getting stupid amounts of bounces. If an account is unused for a while does hotmail disable it and bounce mail?

(Yes, there'll be a high percentage of just not entered into SIMS correctly and godawful illegible handwriting on the info form, but I'm getting above-average bounces from hotmail).
