Problem is what do you consider average? That chap just looks physically big, but technically he could be smaller with lots of muscle and weigh the same.

I must admit the passenger + luggage allowance would have to be done in a certain way, but for people that really are terribly overweight, I don't think it's fair. I know this could cause a lot of arguments, but still.....

As for what counts as average, again, who knows how this could be done - but that gentleman is very definitely, not, average.

I'd say average was somebody who fit in the seat without obstructing the walkway. not going off weight just off physical size there btw.

Average would be designated lift off weight off plane devided by amount of passengers - each passenger allwed that weight for themselves plus their luggage. simple!
