The ability to be qualified in whatever subject the teacher has a degree in as well as the our own subject (IT)
You of course cited yourself as a good example??
Seriously, if anyone asked me that question, I'd answer rhetorically, "what qualities would you look for in deciding what makes a good IT Technician?", based on the fact you would perhaps be bias in your answer.
I know you should never answer a question with a question, but if they don't see the qualities in you/me that they consider makes a good IT Technician, then I'd be quite miffed.
I'd not ask a teacher what makes a good teacher because it implies that they perhaps aren't a good teacher as their qualities as a teacher don't make it obvious what a good one is.
I hope that makes sense?

not allowing the member of staff to realise you have NO idea what the problem is or how it was caused, and that your running off to google/edugeek it in the safety of your office...
The ability to memorise all answers to every question you will ever be asked including but not limited to usernames, passwords, encryption keys, folder & file locations..... the list goes on!!
