Notepad ++ is what I use, and a book on CSS.
I hate to say it, but if you know nothing, Frontpage is probably going to be easiest for you. It's WYSIWYG (plus extra code thrown in by Microsoft for free!), and has the same kind of interface as Word, so should be familliar to you.
Ideally though you should use Macromedia Dreamweaver. You can get a 30 day free trial from

Its no good starting with Notepad, as you'll have no idea what you're doing. Create a simple page in a web design program then look at it in Notepad to see how the HTML is composed.
All you need is a text editor like Notepad and a web browser, which are both already installed on your computer.
You should start somewhere like Introduction to HTML
Alternatively, get yourself a "Teach Yourself" book and boil the kettle.
(And for what it's worth, i'd say that FrontPage is the last place to start)

I'm sorry..he wants webpages, not bloat and proprietary toss..It's worse than Dreamweaver, and that annoys the tits off me as well. How much junk can you have in code..
Another vote for notepad++ here, and books..however, I digress...

I'm just glad Frontpage appears to be dying a death at last..nothing beats code, IMO..it's worth learning if just for debugging value in lessons when kids can't see beyond the GUI.
