I would assume it's a member of staff that has been trapped because of the time. Whoever they are I hope they're not injured.

The updated story reads that it's an old school being knocked down, so fortunately no pupils are involved, unfortunately some poor construction worker is though

Yes gartree is going through major redev work at moment so should be nobody near there apart from workers.
