    Given that the movement of cattle is controlled by strict regulations (see here), I imagine that the police will be treating this very seriously and will have tracked the owner down.

    If they can't / won't tell you, then you should speak to DEFRA

    Absolutely. Image you had badgers in your garden! I can't tell if you have goalposts in your garden, but it's a sure bet they would have been moved.
