    In my school it goes:

NM - Oversees general running of network, manages IT staff, does purchasing etc

Network Engineer (me) - Responsible for all technical aspects of network, AD, switches, DNS, DHCP, web stuff, backups. But my boss is the NM, we arnt equal

Technicans same as most other places - day to day jobs like reimaging, supporting users, rolling out hardware etc

What seems different to most places mentioned in this thread is that our NM doesnt deal with the technical aspects at all hardly

In smaller establishments, an NM and a SM are the same thing. If you were working in a university or a college then you'd probably split the roles, the NM being in control of infrastructure and the SM being in control of the servers (or in reality, in control of teams of people who do the work on those things). Both of these roles would then be overseen by a general IT manager or department head.

The grey area is when you talk about what the 'network' is. For some it could be the whole kit & kaboodle, for others it is just the physical data transport infrastructure.

That would be the wiring managers job.
