I've heard people saying that the regeneration limit could be a law that was passed on Gallifrey and not actually a biological limit.

Hasn't the Master had more that 13 regens?

No matter what happens, when Peter Capaldi decides he's had enough and wants to end his run as the Doctor, they will come up with some clever and ingenuitive way to get around the 13 regen limit.

If there is a 13 regen limit (and I think there should be for the storyline atleast) I'm rather looking forward to having Capaldi get all dark and twisty as The Valeyard, as we know he exists between his 12 and final regeneration

Thats it! Capaldi is going to become a time lord version of Malcolm from "the thick of it" I can just imaging his sweary outbursts now :P

I watched Doctor Who and then later on watched World War Z and Peter Capaldi was in that playing one of the W.H.O Doctors.
    W.H.O Doctor to Doctor Who.

I loved how the old grizzled war doctor treated Tennant's and Smith's Doctors like they were his children rather than future versions of his self too

That would also give them the problem of writing around how old The Valeyard looks now compared to Trial of a Timelord:

    The Valeyard:

I think they could pull it off. You can hide a lot under a black skull cap!

Also if in doubt... Wibbly Wobbly Timey Wimey!

And then was brought back again to fight the Time War (presumably with a full set of regens)

Yes he has. In the episode The Deadly Assassin we learn that The Master has used up all his regenerations. So:
    1. He starts taking over other people's bodies instead of regenerating his own.
    2. In The Five Doctors The High Council offer The Master a new regeneration cycle in return for his help. In the movie he is back to inhabiting bodies so we don't know if her received the new cycle or used it up again.
    3. In the episode Utopia we see The Master regenerate so he must have got a new cycle or additional regenerations from somewhere.
    4. In the episode The Sound of Drums The Master says that The High Council resurrected him to fight in The Time War giving him a new cycle.
