Ok .. since we are having an open day on politics at the moment how about this one.

We all know schools sometimes need to hold money back for projects. Sometimes this is new buildings, sometimes this is because they can see a shortfall of funds coming in due to dropping numbers in a particular year.
An example given to me earlier was a school getting funding for a new building / block but having nothing left to furnish it with. The money put to one side (earning interest for the school) gets used to pay for this.
Well ... the idea is that in the future is that there is some clawback into the system ... not just of unclaimed or unused revenue ... but of everything!
This will punish those schools who are carefully managing their budgets and almost give a free rein to those who overspend.
From a sustainability point of view this removes funding and some control of funding from a school. Not a good idea.
