    Finally got an answer to this problem with the Solid White Line outside my drive:

    Keep Clear Markings on their own are unenforceable, it is the dropped kerb its self that any parking offence will relate to, as the obstruction of an access is an offence.

    In that instance our parking services section would be the ones to enforce such restrictions, however when it comes to residential areas given the large amount of such markings and accesses, we simply do not have the man power to carry our regular patrols, so when it comes to residential areas they rely on the public reporting the obstructions so as they can come out and deal with the issue.

    Typically speaking however they will not ticket property owners who are parked over their own access, as they aren’t blocking it to anyone but themselves, the issue here is they will not know who’s vehicle is who’s, so you would need to catch the warden should they be called out, but as I said in residential areas they are unlikely to be out unless somebody has reported a vehicle.


    So i replied with:
    Thank you for getting back to me on this matter. This matter may seem so petty however someone around the area said i should not park outside my own drive on the solid white line as some people take photographs of the offending vehicles and send them to the authorities which then results in an 80 fine which i thought wasn't true as it seems daft for getting fined for parking outside your own drive.

    I wanted to make sure this wasn't the case and get it from the horses mouth, so to speak.


    Which then got a reply of:
    If a resident sent in pictures to our parking services it wouldn’t result in a fine, as a ticket can only be issued by a member of Parking Services who has witnessed an offense that has taken place, so I wouldn’t worry too much about the hearsay advice you have been given.

    So not to worry, you would only get ticketed in person by a warden

    I had a white line over my dropped kerb and some annoying people down the road kept parking on the markings between mine and my next door neighbor's drive overhanging my dropped kerb. I called the council and the sent a van round who subsequently ticketed them for obstruction at a cost of 60. They have not parked there since.

    They did say though that if I park there and someone complained they can ticket me as well.

    Yes, it does, as a secondary meaning of "illiterate" is as follows:
