Is mcse worth studying?

If so who can i pay to start getting the qualification?

Step 1: get some books. Most places of work will pay for these without too much trouble.
Step 2: get some old hardware to use as test machines and play...
Step 3: when you are comfortable with the subject take an exam.

If you struggle with "play to learn" techniques consider a course from a reputable provider such as QA before going for the exam.
