It seems they are to offer it free up until level 20 according to this BBC article:
BBC News - World of Warcraft offered 'free'
There some stipulations though. You can't join guilds or collect more than 10 gold coins, but you can have unlimited characters. Blizzard say it is to make it easier for new players to join in, however I wonder if it is that there are a lot more MMPRPGs out there now taking a bite from 'their' pie?

4th July 2011, 01:45 PM #2 i saw this a couple of days ago on the BBC link. I suppose it is a different way of getting customers in.
I suppose the question is, does the game change vastly from levels 0-20 and from 20+, so would you feel cheated if you get to level 20 thinking X will happen and when you buy then Y happens instead. I've never played so dont know.
Give it 6 months, Blizzard will either be sticking to this or will have changed it drastically again

Surely it's more like the stereotypical drug dealer offering that first joint/E/line/whatever for free?
(Especially given the reputed addictiveness of WoW).

4th July 2011, 03:46 PM #4 The game hits a steep difficulty curve for new players after 20, but levels out again. When you hit 85 (the cap) it's a whole different ball game and goes from experience to gear-based progression.
Also expansion packs at 60, 70 and 80 which raise the level cap appropriately.
