It sounds like you've been tinkering with the registry a fair bit and might have broken something. They are fussy things and can break Windows completely if you tinker with it too much. Also try System Restore first.

I just click on steam.exe and I see 5 files and the types are 1 REG_SZ and 4 REG_DWORD. Also I didn't mess with anything unless deleting steam.exe and reinstalling it did something. Also what is BETT?

BETT is a Large Educational IT show in the UK - there is also going to be one in the middle east. Pop back if you have any other problems!

hi, i've followed the steps you posted on how to fix this problem but i keep running into a problem that nobody else seems to have run into? i open regedit using Run but when i look for the folder \CurrentVersion\AppCompatFlags\Layers, the folder isn't there (i screencapped it here- mediaDOTtumblrDOTcom/tumblr_lyha1y2oZU1qm3dvtDOTpng, just replace the DOTs with "." since i can't add links)
is there another folder i can go to? or a solution to this? i really just want to get Steam running again and i'm very frustrated. i'm running Windows 7 Home Premium 64-Bit

your advice has been working smoothly so far, but I'm stuck on step 3, because I have just about no idea what that means. could you elaborate a bit more on what's left for me to do to fix all this?

The registry key highlighted below is what you need to look for. Simply delete anything referring to Steam.exe.

If you installed Steam somewhere other than the default, the path will be different.

Thanks that seems to have fixed the problem, but if anybody can answer this question I'd be overjoyed.
I bought Deus Ex: Human Revolution, but after the first mission where you get owned by this dude and the cutscene where David Sarif performs surgery on you.
During the loading screen, it stops and goes to the desktop saying: A problem has occurred with your display driver. Your system may not have enough resources to run the game at the selected settings. You can retry using the same settings, or adjust them to lower settings. Make sure you have the latest drivers for your video hardware, and try rebooting your system to clear up any issues. I've lowered the graphics settings to next to none, but it still doesn't work. Can anybody help?
