I changed the msexchquerybasedn attribute to something other than the default, in our case the DN of the OU where our students reside. This basically gives us an empty GAL for students.
In 2008 R2 (and possibly 2008, don't know never used it) you can do this in AD users and computers, open the properties of a user and select the Attribute Editor tab.
You can also do it on mass using powershell or look for a neat tool AD Modify which is a must have for tweaking exchange. You need the later version for exchange 2010.

Sorry, should have mentioned this is for our students using webmail only. If using Outlook, the OAB comes into play.
