Ive got a 2007 exchange server and the majority of users are on office 2010, with about 5 on office 2003 still. This happens to both.
Occasionaly recently emails have been sent and recieved with attachements, usually pdf files from what I can tell but it may be others, that just dont appear within the email client outlook. The paperclip is there indicating an attachment but there is no way to view or find this attachment at all.
OPening webmail allows the download of the attachemnt fine.
Im not sure how common this is amongst the users and cannot seem to find a consistancy between emails when it occurs.
Not sure if this is an exchange issue or an outlook issue really.

2. Outlook security settings ( which I doubt).
3. Message encoding.
Typically it's 1.
