[OPEN] Bug/Error: Special Character Bug

Ok been getting this a lot since the new site went live..
Happens mainly with the Pound Sign and apostrophes as circled below..

Gatt - what system are you posting from?

I've noticed this happening to a few people, but is doesn't seem to happen to everyone (tries a £ sign)

I'm using Windows XP SP2 (home & school) with IE6 (school) and IE7 (home) - so far I've never had the problem *crosses fingers*... just thought this info might be useful to ZH

Text in the posts are formatted as UTF8. Web server is serving the page as ISO-8859-1 (Western).

Strangely enough the £ sign that elsiegee40 entered came up fine??
Starting to wonder if this may be intermittant :-S
