Docman upload problem

It seema to be a common problem but all the fixes I have found have not worked for me

When a user who is a "publisher" tries to upload a document he gets the
"Error Uploading - Size exceeds maximum permitted"

If an admin does the same it works.

I have been through the forums and checked permissions and file size limits in php

Also checked that phprc is enabled in the environment as one post suggested.

I know this is an old post, but I had a similar problem with DOCMan when uploading files from the front end. The solution for me was to add the following to my php.ini

upload_tmp_dir = D:\Inetpub\wwwroot\tmp

I have met the same promble when I restore the site to another server,I solve it now by this mehod:
I found the reason is user(no admin) doesn't have permission to modify the path C:\Inetpub\wwwroot\tmp.Allow "Users" full control,now you can upload files
