Is there a way of changing the template so that two front page annoucements can be side by side sort of a two column effect?

Wes,
You can configure the front page latout in Menus>Main Menu. Choose the home menu item. You will see parameters wher you can make these choices.

I've just added two columns and tried to change between horiztonal and down option but the axe_rescheek_blue template doesn't change?

Have a look at the Rokslideshow module. It has parameters for Transition Type,
Pan Percent, Zoom Percent, and Transition for Push/Wipe .
