    Try Planet eStream - it does everything, it's cheap, and their support is excellent.

    We use Helix Media Libray. It's not bad although it can have trouble if the video doesn't have sound. They have a great add-on (which we don't have) where-by a lecturer can record their lecture and add to to the library with one click.

    We've just bought eStream, very impressed by it and solves streaming, digital signage and off air recording in the one package
