A quick Google found http://filext.com/detaillist.php?extdetail=CFF but it's probably no use whatsoever since it will be some ropey proprietry 'educational' software.
Context is also great help in these situations.
Do you know what type of information is being sent?
Is it a graphic file? Is it font? What subject is the teacher involved in?
Sent to school no name on envelope, got the impression it is somehow connected with a cctv tape

Open it in a text editor (unless it's massive - not a dump of video files?) and see if there are any clues.
if you have access to a linux box... run strings and file
which will dump text strings to the console.Code:you@linuxbox: strings /path/to/unidentified/file
which will have a stab at identifying the file.Code:you@linuxbox: file /path/to/unidentified/file
Google suggests it's a font, though cctv recorder vendors have funny ideas about "unused" file extensions when writing apps.

Make sure you run a virus scan on it first?.......
Un-labelled envelopes are much like un-subject-ed and un-sender-ed emails........
