I got it working using win7's own compatibility mode: running SuperDuperMusicLooper with windows2000-settings was all that it took. Here are instructions how to do it: Compatibility Mode - Windows 7 Forums.

Hope this helps, it really is a fun program!

For quick loops, I use Seq24 (for Ubuntu, but it's available for Windows). When you first load it, you're scratching your head wondering how on earth it works, but look for some demos on Youtube and you'll be knockin' out phat wikd beetz before you know it. If you don't look at the Youtube vids, you'll never figure it out.

The interface looks like something from 1993, but it's a great piece of simple software. It's pattern-based, so you can 'play' it live by switching on/off patterns. It's great fun.

If you want something a bit more traditional (and free), Magix Music Maker Basic is worth a look. It's still available here:

I too had some problems with it first, but now it works just fine with all the users of that computer. I (admin) had to run the installation in compability mode (win2000); after that it can be started normally.
