We have a Local Authority Web Manager position with an East London LA. This is a contract post initially running for 2 months with the view to roll-on or potentially turn permanent. My client is looking for someone ASAP and are paying £28.00p/hr!!!

Job Purpose
Provides supervisor to Web Designers, develops and maintains web sites for the LA and it's Schools. Creates content, adapts existing content to a
Web-friendly format, creates and maintains the logical structure of the
content. Works with a variety of departments, schools and others as
appropriate.

Main Duties
Supervises and manages staff related to web design and processes for
Learning Trust.
Develops and maintains plan for organisation's Internet presence, based on
management priorities, policy directions, and goals.
Creates enhancements and modifications to web sites; organises and
maintains the sites.
Assesses new standards, technologies and trends, and formulates strategies and plans for future enhancement of web sites.
Programs HTML and uploads pages to the web sites.
Ensures that web sites are accessible from a variety of different
environments.
Produces a consistent visual image on the web sites including maintenance of templates and image archives.
Ensures that images are delivered to the viewer at sufficiently high speed and quality.

Creates image links, and ensures that links are up to date; updates
information on pages and databases so that content is current.
Visits schools and negotiates with Headteachers and Staff to prepare
websites, train staff and design innovative solutions to their requirements.
Troubleshoots and repairs bugs and problems, provides 2nd/ 3rd line support to Users.
Responds to web designer mail; provides and analyzes traffic statistics and
reports.
Develops, researches, writes/edits and creates layout for new sections/features.
Performs miscellaneous job-related duties as assigned.
To carry other reasonable duties as may be required by the Head of IT,
commensurate with the function and grade of the post.

Person Specification
Supervision or Management skills.
Expertise in the use of Server Side Scripting language, and proficiency in
.NET development, C# and ASP.NET, PHP, MySQL, HTML, XHTML and
JavaScript along with SQL Server database experience
Planning and automating deployments, with the capacity to understand
complex concepts quickly and to code good stored procedures
In-depth knowledge of one or more current web markup or scripting
languages: HTML, XHTML, CSS, Javascript
Extensive experience with at least one desktop publishing/imaging application in each of the following categories:

o Photo Editing (Adobe Photoshop, Paint Shop Pro)
o Drawing (Macromedia Freehand, Adobe Illustrator, Corel Draw)
o Page Layout (Adobe PageMaker)
o Presentation (MS PowerPoint)
o Multimedia (Macromedia Director, Flash, streaming audio and video)
o Others (Adobe Distiller/Exchange, GifBuilder, GifConverter, Max, etc.)

The ability to demonstrate extensive experience of high volume web sites and the knowledge to contribute to technical strategy.
