The reason this is happening is because your networks firewall is blocking Apple's Certificate Server, you need to ask whoever manages your Firewall to allow "ocsp"

This is the reason that HTTPS, YouTube and the App Store do not work. You might want to try to hook your iPad up to your PC and sync it, this may be a way around the problem

That wouldn't explain why you cannot access https://google.com and our own internal HTTPS mail though would it?

would that be the case even if the identical problem were intermittent ?

Yes it would as Safari still requires a certificate when trying to access a secure web site....

But the certificate will come from the local server not Apple?

No..... Although Windows Server can issue Certificates it will have to get this CA Certificate from Apple, Google etc

on the general point about ipad connecting through RBC/LA gateways and firewalls, as i understand it the can-get-to-youtube-but-can't-watch-any-videos is ipad specific. so either something is implemented differently in ios v4.x vs ios v3.x and/or
differently between ipad and ipod touch devices, either way i don't think the response given about rbc firewalls and certificate blocking is an adequate explanation, unless you can be more specific vis-a-vis specific devices and ios versions.

There was another thread on here somewhere - the solution was to add a few URL's to the safe list on the proxy server from what I remember
