    Am, I missing something, or does this do exactly the same thing as Orca?

    I wasn't aware of Orca and so I can't compare.

    Looks like a cut-down version of Orca (How to use the Orca database editor to edit Windows Installer files) - eg I can't see how to create a transform file in this program.

    The KB article suggests Orca is "retired" and no longer supported but it does still work.

    I think Orca has always been unsupported officially, so that's probably boilerplate. It's still being distributed with the latest version of the SDK.
