"Free for personal use" doesn't typically extend to schools...

    or Paint.net

    from http://www.getpaint.net/license.html

Can I use Paint.NET for business, commercial, or government use? Or is it only free for "personal" use?

Yes -- the Paint.NET application is free for all uses including personal, business, commercial, government, and school. You may install it on as many systems as you'd, although we do request and appreciate a donation to support our ongoing development costs.

We did a deal on CS4 master collection. 500 machines, 50 home machines, with a free upgrade to CS5 master collection. But that deal has finished now

I've been in touch with Photobie (a guy called Cheng) and he has confirmed that Photobie is free for Educational purposes and establishments. More interestingly he also stated that it could be used within schools to produce non-comercial and comercial images! All that they ask is that you subscribe to their forums.
If anyone wants more details just pm me.
