Sounds like they did the same as Somerset did down here when they formed SouthWestOne with IBM.
CLEO is the RBC for that area, and they buy services from LUNS, with Lancashire being just one of the stakeholders. I doubt they'll go around changing things with internet connectivity too quickly... Also take into account that Lancashire is quite a rural area, so installing things up there is quite expensive.

To be honest, it has already happened in other areas ... and in Northants we have done it too ... except not with a private company, but another LA (Cambridgeshire). Local Govt Shared Services is something that is popular with central Govt so except to see more of this.
I have posed the question to Cumbria ICT and hope to get an answer next week.
This appears to just be a change of contractor at the back end for CLEO, was LUNS now going to be BT. Should see no difference or maybe an improvement?
