According to the spamassassin faq
The rule matches the year (a string of four numbers) in the Date header, and checks if it is between 2010/2020 (depending on version) and 2099.
with this rule it's seems that all incoming email is rated at least 3.188 For instance email from TES is now rated
X-Spam-Status: Yes,
score=5.238 tagged_above=2 required=4 tests=[BAYES_50=0.001,
FH_DATE_PAST_20XX=3.188, HTML_MESSAGE=0.001, MIME_HTML_ONLY=1.457,
SARE_UNI=0.591]
