East Sussex CC are running a 'One School Pathfinder' project at Bexhill High School ahead of their full BSF programme which is still some way off (as mentioned Wave 10-12).
So for now there will be no change at your school.

Our school was built in 2003, opened september 2004 and we pay rent to the company that built the building for the next 25 years.
We had a managed it service for the first 4 years and it was rubbish, then they were removed and shortly after I came in,
do we have to worry about BSF???

It really does vary from wave to wave, from LA to LA.
Some LAs might look at using PFI builds (even if they never had or have dropped a managed ICT service) as bolstering the contract for the MSP.
Others will steer completely clear of it ... especially if they have had their fingers burnt already.
Sorry I can't give you something more concrete but you could get your SLT to ask the LA what teh position is, based on the worry that they might end up with another poor setup.
