This relates to BSF as I understand that Leicestershire plan to tie in the programme to end the middle school system with BSF (makes sense). So perhaps BSF in Leics is going to happen sooner that anticipated.

Could also have implications for the Primary Capital Programme as the plans include a possibility of kids leaving primary phase a year earlier, which might make sense to tie into PCP.
