Like a few people here warned, rather than going away BSF may be coming sooner than first thought for some of us
Bolton Council members have decided to jump on board with Blackburn's BSF tender, they must be scared the money is going to run out.
It makes a big pot for somebody to bid for if Government give it the go ahead, with costs of 15 million Blackburn & Darwen and 25 million for Bolton.

I think you missed a zero. If you look at the bottom of that document it says:
The estimated value of the first phase of projects covered by this procurement in is the region of £45 million GBP. Further projects arising in the first 2 year period may result in the total estimated capital value (including the initial projects) being approximately 150 000 000 GBP. The capital value of Bolton Borough Councils
BSF requirements is estimated to be in the region of 250 000 000 GBP.
